"The problem is most of the e-cigarette use in the U.S. is dual use with cigarettes." "My reading of the evidence is that it is quite convincing that e-cigarettes are helping some people quit smoking." In 2014, just under 8% of Wisconsin high school students were using e-cigarettes. In 2018, that number has skyrocketed to 20% (or one out of every five students[i]).
